The Department for Children, Schools and Families (DCSF) have re-launched the Every Child Matters website. It will replace three former sites: Every Child Matters, Local Authorities and Sure Start. The site also includes links to the monthly DCSF update and LA weekly email.
Balls announces extra £3.1 million to help families cope with recession

Ed Balls, Secretary of State for Children, Schools and Families, announced £3.1 million funding for relationship and family counselling, to help families cope with recession. This includes £150,000 for Parentline Plus to increase promotion of their 24 hour helpline, and extra funding to be shared between parenting organisations including NetMums, Dads Space, One Space, Oneplusone/Couple Connection and Contact a Family.

The Department for Children, Schools and Families (DCSF) are now accepting applications for the Children, Young People and Families (CYPF) grant programme. This is for third sector funding from April 2009, and is open to existing and new partnership organisations. All innovation (formerly project) grants will be payable over two financial years to allow for more flexible start dates and timescales.
Strategic grants of two years duration are also being made, for this round only. The DCSF will be contacting directly all organisations who are in the second year of their current three year strategic grant. Applications deadline is 31 October 2008 and the results will be announced on 15 December 2008.

Beverley Hughes announced details of the ten local authority areas who have been chosen to offer the £10 million 0-7 Partnership Pilot: Blackpool, Derby City, Hertfordshire, Isle of Wight, Kingston upon Thames, North Tyneside, Rotherham, Somerset, Staffordshire, and Sunderland.
The Pilot will explore different ways to help families in the early years and during transition to school. They will test how schools, nursery workers, childminders and parents can work together, and how to provide a single point of advice to parents on childcare and work.
Further measures to support childcare and early years learning were also detailed, with funding broken down regionally.

In April 2008 the Children, Schools and Families Select Committee published their second report into the work of the Department for Children, Schools and Families (DCSF). It included conclusions and recommendations for the Government to guide the Department in the future. The Government has now published their response to this report.
One of the key concerns raised and addressed is the issue of joint working across departments, and between national and local levels. The Government notes that it is currently consulting on the co-ordinating role of Children's Trusts, and will publish a long-term strategy in the autumn that will "set the foundations for a staged programme of workforce reform to support joint working across the children's workforce."

The Government announced a series of new pilot projects to increase social mobility and end child poverty. The pilots will initially run for two years, with scope to be extended for a further year, and are expected to begin in early 2009. These include: a Child Development Grant of approximately £200 being made available to low income families taking up Sure Start services in 10 local authorities; improved supported accommodation and support for teenage mothers including parenting skills training; and grants to local authorities to develop innovative approaches to tackling child poverty, focusing on hard-to-reach areas and high risk groups.

Joint Birth Registration White Paper

The Department for Children, Schools and Families and Department of Work and Pensions published a joint White Paper detailing plans to change the law to require both parents to be named on birth certificates. Multidimensional treatment foster care pilots

Young foster children with emotional or psychological difficulties are to get extra support to stop them getting into trouble at school and help them settle in care placements, through a £3.8m pilot project announced by Children's Minister Kevin Brennan. Eight local authorities will get £400,000 each to set up a multi-agency team to help 7-11 year old foster children displaying early anti-social challenging behaviour, who have already had a number of care placements or interventions. The Multidimensional Treatment Foster Care – Children pilots will involve multidisciplinary health and social care teams that combine high levels of supervision with intensive positive parenting training for foster parents.

This report looks at the some of the issues raised by the creation of the new department and its key areas of responsibility. It highlights that the new department's focus on children is welcome, but there are concerns about how effective the different parts of the government will work together to deliver coherent policy and actions.
The report highlights that there will be an inquiry into Children's Trust later this year to assess the effectiveness of joint working at local level.
It also provides a critique of the Children's Plan highlighting the absence of a timetable for implementation, and its failure to adopt the existing five outcomes agreed in Every Child Matters, concluding that greater clarity is needed on the objectives that the Department for Children, Schools and Families is working towards. Latest national statistics on Outcome Indicators for Looked After Children published

The gap in educational achievement at GCSE level between children in care and their peers has widened by almost a quarter since 2001.
The figures, released by the Department for Children, Schools and Families (DCSF) showed that around one in eight (13%) of children in care achieved five A* to C grade GCSEs compared with 62% of all children. Although this represents a one percentage increase on 2006, the figures still compare very poorly.
This is acknowledged by the DCSF which states that the government is totally committed to narrowing the gap, and through Care Matters and the Children and Young Persons Bill will put in place a range of measures to raise standards.

Social work at its best: The roles and tasks of social workers

The General Social Care Council, working in partnership with the Commission for Social Care Inspection, the Social Care Institute for Excellence, the Children's Workforce Development Council and Skills for Care, have produced a statement defining the roles and tasks of social work. This has been welcomed by the Government who has requested that it be used as a source document for the development of the social care bodies' strategic work, which will need to be aligned with the emerging workforce strategies for adult and children's services.

Dr Byron concludes that while new technologies bring great opportunities to children and young people, parent's general lack of confidence and awareness is leaving children vulnerable to risks. There are several recommendations to improve child safety, with two specifically related to parenting and the role of the parenting academy:
- The parenting academy creates a parent training module on e-safety and includes elements on e-safety in existing courses on managing child behaviour.
- The government makes available provision to train all parenting experts on e-safety.

Ed Ball praises the role of Parent Support Advisors

Ed Ball gave a speech at the annual National Association of Schoolmasters Union of Women Teachers (NASUWT) conference and announced that there will be revised induction guidance for newly qualified teachers; a taskforce on cyber bullying to protect both staff and pupils, and a requirement that all secondary schools form behaviour partnerships. Parent Support Advisors were also praised for their work. To increase parental responsibility, parents will be encouraged to get involved in the next stage of the Practitioners Group on School Behaviour and Discipline chaired by Sir Alan Steer.
Care Matters: Time to deliver for children in care, a practical guide for local partners

The implementation plan sets out the steps local authorities need to take to achieve the Care Matters agenda for children in care. These include
- considering friends and family care first;
- placing children close to home, where that is in their interest;
- ensuring that a child's education is not disrupted by unnecessary change;
- giving children in care the option to stay on in care or with their foster carers after the age of 16;
- giving children a personal adviser up until the age of 25, if required.
The implementation plan comes as the Children and Young People Bill makes its way back into the house of Commons for its second reading.
Over the next year, the Department for Children, Schools and Families will issue statutory guidance on measures in the Bill and on other proposals that do not need primary legislation such as:
- Virtual School Heads
- Child Trust Fund
- designated teachers
- improving the health of looked after children

Challenge and Support projects

These projects aim to intervene early when a young person shows signs of problems like truancy, bad behaviour in school or contact with the police. Where a young person persistently behaviours badly, the projects ensure that a co-ordinated approach is applied. This includes ensuring that all Anti-Social Behaviour Orders are accompanied with an Individual Support Order to stop the anti-social behaviour and address its causes. 52 local areas have been invited to bid for Challenge and Support projects and £13m will be made available to aid its delivery.

The Department for Children, Schools and Families has launched as part of the youth taskforce action plan 20 intensive intervention projects to prevent future anti-social behaviour, focusing on early intervention and prevention alongside tough enforcement. The government has published its Youth Action Plan which sets out a programme of commitments designed to deliver its objective of tackling anti-social behaviour and its causes.
- 20 Intensive Intervention Projects
- 52 Challenge and Support Projects
- Effective use of enforcement powers
- Up to £60m to roll out Parenting Early Intervention Pathfinders.
The £60m for Parenting Intervention pathfinders will provide more parenting help by expanding Parenting Early Intervention Pathfinders (PEIPS) across the country. The pathfinders will provide support such as parenting classes to parents who are struggling to manage their children's behaviour. Parents are also required to accept their responsibilities, and where they fail to do so could be issued with a parenting contract or parenting order from local agencies.

20 new test sites for the Family Nurse Partnership scheme

Beverly Hughes, Minister for Children, Young People and Families, has announced details of 20 sites that will test the Family Nurse Partnership scheme. The scheme is based on a model of intensive nurse-led home visiting for vulnerable first time young parents and involves family nurses visiting young disadvantaged parents from early pregnancy until the child is two years old.
Parent Know-How Programme launched

The Parent Know-How Programme is designed to deliver better outcomes for children and parents by ensuring that parents have access to information, advice, and guidance to support them in their parenting role. The programme aims to increase the numbers of parents accessing information and support through the web, over the phone, and by text/instant messaging. The Department for Children, Schools and Families has allocated £44m for the next three years to this programme.
